Will this work on a pie or cheesecake?

I wouldn’t advise a pie. The dye may bleed and the rice paper will crack or tear. I think it would work fine on a cheesecake. The rice paper needs something smooth with a bit of moisture to attach to nicely and not crack. Buttercream works best in my personal experience. But I think a cheesecake would work fine.
