Could I use this in a reglazed bathtub? For dog bath? No suction cups allowed!!

Mine is too big for a bath tub, but, yes, a smaller size would work nicely as a mat under a dog in a bath tub.

If secured to an outdoor ramp, does it get slippery from frost?

I tested this on my ramp for my old dog. When the rubber gets cold and wet it gets slippery.

can this be used for mudflaps?

Yes this can be used for mudflaps, but just keep in mind that they are relatively thin at 1/8" thickness and do not have any cloth reinforcement.
