Directions don’t say what to do after 25 minutes. Rinse with water? Shampoo again?

When using Clairol Professional Beautiful Collection Semi-Permanent Hair Color. After 25 minutes you would just want to rinse the color out as it is a semi permanent and will wash out up to 8 washes with shampoo. I hope this was helpful information to you. Enjoy your new color.

Can you apply to dry hair?

I suppose you could but clean damp hair stretches the product and allows more even distribution. I have long hair and I would need double the product if I used it on dry hair.

Does this include the developer?

No. It's semi-permanent hair dye so it doesn't need one.

Does this completely wash out ?

This is a great question. As a semi-permanent hair color it will wash out completely up to 12 washes. I hope this answered your question today. Have a Beautiful Hair Day!
