Will it work with road bikes with drop handle bars?

I have handle bars with a shallow drop on my gravel bike. The head has to be oriented to follow the curve of the bars (easy to do). They otherwise work great.

Will the pack pliers fit in these? Same Q for 16g co2?

No to both. The inside diameter of the sleeves is no more than 7/16" to 1/2". The pliers aren't part of the encase system and are bigger than that. CO2 cartridges are way to big in diameter.

can this fit in a hollow crankshaft?

Doubtful. The crankshaft wouldn't be long enough.
