How do i connect the keyboard and mouse to the pc? is there a dongle?

They are Bluetooth devices so, no dongle. If your pc doesn't have Bluetooth capabilities, it will not work.

Does the keyboard lay flat? Does it have the feet on bottom to tilt?

No this keyboard is flat. It does NOT come with flip stands to adjust the typing angle. Some people pointed it out as negative - for me it does not make a difference.
