Can you play private mode ?

Yes. You can host and join private matches with Switch friends who also own the game. There is also an offline "bot" mode.

Is the on cartridge or do you have to download it? Or do u just download the Dlc?

It's definitely cartridge...the box isn't marked as code only. I'm not certain about the DLC but I'd say it probably comes loaded with all previous DLC and the clothing, costume, and emote packs but any new content will require download. It has a limited edition poster in box too.
