Extension cord, yes. Hose... not sure, but probably yes.

I would say they are sturdy enough to go through the artificial turf with no problem.

I did not order the anti-rust ones. I did not even see that those were an option. Mine arrive today and they are absolutely completely covered in rust.

Q: How many feet apart do these need to be in weed barrier fabric?

It would depend on how loose or hard your soil is. I use these to hide my irrigation hoses and I put them about a foot apart. If I was using it for the weed barrier fabric I would put them about 3-4 ft apart since my soil tends to be loose and they come out. If rocks are on top of the fabric you could put them further apart.
