Do they make one for the Elite Strap

This will fit on the elite strap. You could either attach it to the bottom rubbery part of the strap or attach it directly over the dial. (I have mine over the dial)

Does it come with the charger?

No it doesn't. Also doesn't hold the charger very well. Had to add more velcro to it to keep the battery pack from falling when I tilted my head.

Does it come with a waistband?

No. It’s designed to attach to the back of the vr headset strap.

Can I detach the Velcro head straps to wash then (the game if for my grandsons and from thei grubby little hands, the strap looks dirty and gross. Ca

It shouldn’t be an issue, I would recommend hand washing them to refrain from damaging them though.
