Is the snap bracelet actually reflective or just hi-vis yellow?

Both. It has reflective strips on a hi-vis yellow background.

How do you charge them up?

There's nothing to charge, they're reflective. They reflect on coming light brightly so your easier to see in dark area's or at night.

Can I fasten two of these end to end to add reflection to my Great Dane's neck (not to replace her collar)?

I don't see why not, it's possible so do it. Great idea by the way.

What's the material of the bands?

The outer side of the wrist band is reflective material & the bottom side is a material for cushion. Between to two layer is a flexible medial bar. They all are encased in a thick clear plastic sleeve.
