Will these tools work on plastic?

It doesn't work very well on plastic using the carbon paper we use. I don't know about other papers

Has anyone used to scratch lines into oil pastel art?

I have used these stylus's for both tracing (white and black paper) , as well as to scratch lines into acrylic paintings. They are well made for these purposes. I don't see any reason they would not work with oils.
