Hello,I don't see why not...inkless is fine for these tabs.As per manufacturer "Ideal for use with any fingerprinting system"http://www.safariland.com/fingerprint-cards/retabs-box-of-500-1007337.html#q=retab&start=1

Can I just use paper and glue, or is retab necessary?

You have to use retabs; they are specially made for fingerprint cards. If you use anything else, the cards may get kicked back to you as unusable.
