Should I still use racking or rails to mount to a asphalt roof? Or are these brackets sufficient?

I was able to secure to roof with using all 4 screws and it was way more than enough.

Will these fit the 200 watt newpowa solar panels?

Yes. Need to drill holes in the side of the solar panel to match the desired mount location of your solar mount (roof of RV?). Hardware is included.

What are the dimensions of the foot (the part that connects to the roof)?
