Does the size refer to how fat your legs are, or how long they are?

The size will only work as a general indication for fit. I wear a size 12 shoe and have a lower leg that is large. I'm not obese but I am a large frame. I'm of normal height, 5'9" and my legs are not too short or too long. The extra large stocking works well for me. But, a person needs to buy one and try it.
