Does this graphing calculator save notes, can it make notes?

Yea, but only with one of two different apps that are and available from TI. The apps are either TI study card, or TI notes. Both allow you to create notes on a computer and then transfer the notes to the calculator.

does it come with instrction booklet

Yes it does come with a booklet with basic instructions, but if your a student in college I would suggest taking the calculator class, or arranging time with someone who knows how to use it. I can tell you that there is nothing you can do to hurt it. Unlike a computer you can't screw it up, so be brave and push buttons!!!

does this calculator function as a financial calculator as well?

Go to TI web page to download the application. Once you install the application, it will function as a financial calculator.

Yes, it can plot 3D surfaces in the form z=f(x,y) and diferential equations.
