Q: "One size" ... and the size chart doesn't address it at all. So what sizes of waist will it fit?

Well, I'm 6' and a size 10 ... so maybe that's around a 29" waist? But I wore it over jeans so there's definitely more waist room available. If anything, I think the volume of the skirt might be an issue rather than the waist size which really does seem very forgiving. But I think a smaller sized woman, say a 0-6, might be overwhelmed by all of the fabric. It's stiff, of course, so it keeps its shape but it's also rather long ... as seen in the photo.
