what sofware is needed for programming the fpga?

None. This is not a microcontroller that you can program in C or ASM. This is a FPGA. You use Hardware Description Languages.

It can be programmed with the xilinx sdk 2019 or vivado 2019? or which sdk can we use?

Programmed with IDE. The sdk is Verilog

Is there a datasheet available for this product?

I downloaded a board schematic from Alchitry site. I also downloaded chip specs from Xilinx Spartan and ATMega32U4 from the chip manufacture websites.
