No, these are plastic models attached to a sprue which you have to clip off and assemble. Get some model clippers and some super glue pre-fit before gluing them together. Follow the instructions for the best results.

Does this have the latest codex for the space marines and necrons? or is a new codex coming next month on top of this?

It has the 9th edition mini rule book and rules for the models included. Does not include a full codex for either faction.

My son just bought the 40K command edition. Anyone have a recommendation for what can I get him for christmas to go with it?

Unfortunately, too many answers to this. Simplest is expanding existing forces. Combat Patrols are available for both vanilla Space Marines and Necrons. More detailed answer would involve knowing what chapter of space marines interests your son. Specific Combat Patrol boxes are available for most. Besides the included factions of what he bought, forces of Chaos, armies of Xenos, and other armies of the imperium can be bought with many flavors in each category (Orks is best). Playing in a local store may require ownership of core rules and/or codex for the faction that he's playing. Games among friends outside of that is solely up to you, but the basic rules in command edition should suffice. I heartily recommend the Battlescribe app to manage his armies. I know it seems complicated, but this is the most general answer I can supply without knowing more. Hope it helps!

Why are they so expensive

Simple answer? Games Workshop has found the magic price point with the best balance between quality and price that both longtime and new players are willing to pay. Basically, they kept raising their prices to the point that over half of their base wouldn't buy them, then lowered it a bit. Ridiculous you say? Overpriced and a rip off? Well, yes, it is. GW has about 25 cents invested in each mini and thats being generous. They're made in China so they're quite literally as cheap as possible. But it's warhammer, and vets of the game have just come to accept that this is part of the addiction. We pay $200+ for $5 worth of plastic, spend weeks assembling and painting them while complaining about the price. Then we do it again. Why do we continue? I have no idea, probably for the same reasons a drug addict keeps returning to their dealer. We call this hobby plastic crack for a reason.
