Q: Do these help prevent bugs?

I don’t think it prevents bugs but it does keep your berries from getting moldy and keeps them cleaner since they never touch the dirt. I have trouble with grubs/slugs getting mine so I sprinkle Bait under the cages which keeps them from reaching the fruit.

Q: Does this include the half circles to attach to the stakes?

The half circle are included as well as the the feet/stakes, and the flat plastic tabs to connect the half circles together to create a circle grid. They work well on bigger plants and I've just laid the half circles under the plants if they are small to keep foliage and fruit off dirt. These are really pretty sturdy and I'd definitely buy them again.
