Has anyone had problems with outgassing and a terrible smell?

Yes, smells like a new tire. I have washed it 4 times but it's still to strong of an odor to try and sleep with. I'll be putting it in my 3 season porch for a few months I guess and see if it will eventually finish off gassing. Other than that I think it works as intended.

Are there two airbags included?

No, just one airbag. It is extremely strong and sturdy with very thick gauge plastic. Seems very durable, unlikely to break or tear if left zipped inside. Air stays inside with great seal on the inflation opening. do not know the maximum weight it could bear. I am 145 lbs. The company selling was EXTREMELY helpful and responsive to me , and is directly in touch with their manufacturer. If for some reason you would need 2, you should message them to ask.

Can I just order the backpack?

yes, order and try the fit, a slim line fit belt will help tremendously! Hint: secure below the air bag device.
