Q: Has anyone tried to use milk instead of water?

Don't use milk in a microwave. They have found in hospital baby wards that microwaved milk makes babies sick so there has to be some kind of molecular change occurring with the intense heat. Recommend using water only or water and salt. You can add the milk on top after cooking.

Q: Does it cook steel cut oats?

I use it with quick cook steel cut oats, cooking at 50% power for 3 minutes, and it turns out perfectly.

Q: Description states it works with old fashioned or instant oats would it work with steel cut oats, which have longer cooking time?

No. It doesn't cook the steel cut oats. Really works best with instant. I bought this for my daughters dorm and it's perfect for that.

Q: It's just a bloody bowl, do people really have that difficult a time nuking a bowl of oatmeal?

You need a really deep bowl to nuke oatmeal. Even at 50% power (which is what I do) it will explode all over the microwave. This bowl isn't worth the money. I don't like microwaving 2 minutes on high, just doesn't taste right. Wouldn't work with my preferred way of 50% power for 10 minutes.
