Can both buttons be used to control lifx bulbs/groups/scenes, or does one button *have* to control the relay?

If it's a LIFX product both buttons can control different groups or different LIFX devices.

Can you control the ceiling fan to this?

The top button can set to physical on/off power so theoretically you can turn fan on/off but you will not be able to control speed. If your fan has an RF remote then I would buy a BOND kit instead.
