Are the straps long enough to fit over a safety helmet?

This item does not appear to be designed to fit with a separate safety helmet over the top. You need to buy a safety helmet with a built on visor instead. This is far face protection only as far as I can tell from using it

Does it need to attach to a helmet or do you wear it as it is?

it is a stand alone item, just stick it on and tighten the wheel at the back. No need for anything else. If you want to wear a helmet as well you'll have to get a different bit of kit as you can't wear this and a helmet.
