Q: Will this function with Rift &/or Vive software?

Yes, you will have to install "Windows Mixed Reality for SteamVR" available on Steam and Revive available if you google along with the Oculus software itself. The first makes the Dell headset behave just like a Vive would, Revive is the same software that Vive users have to use to enable Oculus Rift support and the Oculus software itself is needed so that games like Dirt Rally have the interface they expect working. However i will note that it does not seem to be possible to use the Oculus Home VR interface, which doesn't really matter since similar features are available through Steam and Microsoft's VR interfaces.

Q: what is the minimum pc hardware requirements to run this?

There are multiple different pc requiments that are needed to run this, and if you don’t have one requiment it could prevent you from being able to set up the visor. However, the minimum requirements are as follows: Processor: Intel Core i5 (6th generation) CPU, 4 or more physical cores AMD FX-4350 4.2Ghz (desktop), 4 or more physical cores GPU: NVidia GTX 965M/AMD RX 460 or greater DX12 capable discrete GPU Memory: 8GB DDR3 or greater

Q: I noticed this is the only MR headset to not have a proximity sensor. Will that affect my experience in any way?

No, MR headsets using inside-out tracking sensor. In most of the time it works very well. During the controller out of sight, the position output will stop but touch-pad, attitude and button still working . So It doesn't affect.
