Q: Does it work for feral cats winter shelter?

This straw might not be the best choice for feral cats shelter. I bought this straw a few years ago, for covering grass seed, and it worked well for that. However this straw is fine, and in small pieces, and fly-away. I'd be concerned that for cats shelter that the straw might get in their eyes and noses. For my purpose, I put the straw over the grass seed and watered it, but of course you wouldn't want to do that with your cats shelter. I hope this helps and I hope you find something that works for you and the cats.

Q: Is this straw fungicide and pesticide free?

No idea, I don't smell anything unusual

Q: Has this straw been been treated for mold spores? How was it processed?

I bought it a year ago and no longer have the package. I used it to "mulch" a new avacado tree. It did a great job. I had no mold and I live in a very humid climate. And it compressed together and did not blow away. Thats all I can tell you about it. Hope it helps some.
