How do I turn it off?

Not sure why you would need to turn it off. I have 5 in my yard and I want them on year round. They are solar powered so if they don't get power, the battery would run down until it had power again. For instance, if you wanted to store them in a garage for winter, they would run down in the dark but power up again when moved into the sun.

has anyone used these to deter deer

They helped me keep deer away all winter in my rural setting. I combined them with deer spray and it did the trick.

Are the lights laser?

No, they are more like an LED light. The lights on this are very bright.

Do this help with groundhogs?

Groundhogs are really NOT nocturnal, so probably not.
