Q: Is this an actual controller? To use.

It has no battery, Bluetooth or vibration motor so it only works in handheld mode.

Q: Can this controller be used on startup when the switch asks you to attach two joycon?

no it cant i tried myself, you put them on the switch for the first step and its fine, but then it asks you to remove them to connect wirelessly and these aren't wireless, i had to borrow a controller personally as i didnt have an official left joycon but it works fine past that first startup screen

Q: Do they do a right side?

Not that I'm aware of. The only reason this exists is to provide the d-pad. For that, it's pretty good, but annoying that it didn't match the existing ones

same as a normal joycon except is has no battery so has to be connected at all times
