The rings do move. I am not sure that it is meant to be anything more than a decoration though as each ring pretty much can move indpendently.

Hi Robert... I'm not sure where you are getting the measurements from but here's what I have here. My base measures 8x8 , the globe itself is 19H x 24L and about 13.5 W. The entire piece weights 10.2 lbs. on my scale. I can't give you the weight of the base alone because mine is now assembled so I can't weigh it alone. Hope this is helpful.

NO--its main function is primarily decorative

Q: can it be screwed down

I do not think you can screw this down as there are no holes in it for that purpose However, it is very sturdy and I have never had a problem with it tipping over
