Q: I just finished a table top with 5 coats of water based semi-gloss extreme poly. Of course it has dust nibs. Would this fine nib file work on this?

yes this should fix it up nicely.

Q: Would this work for removing excess paint on a small rock chip repair without removing adjacent good paint?

Nib will remove paint that is above the original paint coat. However, I found that it will scratch the original surface and will require minor sanding and polishing. I use a product called abralon to finish. Abralon come in 500, 1000, 2000, 3000 and 4000 grit. Use all three and finish off with Meguiars polish.
