So does this tool set the eyelet and punch the hole? Sorry, I am new to the eyelet world and am trying to find the right tools for setting an eyelets

Some do, some don't punch the hole that the eyelet will go into, most do. I would suggest a few practice ones on scrap paper. If I don't use mine for along time I have to practice every once in awhile to get the right settings. They are great though.

Does it work on Fabric?

Mine is locking every time I use the tool. Is there any way to stop this? Is it defective?
