Some units come with hard disks some don't. The product info will tell if disks are included or not

is there an app available to connect via iPad and iPhone?

Yes there are a couple of apps (Synology drive for files and Synology photo for photos)

I have a now discontinued WD Cloud Duo. Can I swap out the drives from the Duo and use in this housing?

Would have to reformat them, i would think.
