Is the Storm Siren included? If it is, is it the Storm or the Storm Pro?

Our 4200 units do not include the Storm siren.

With the Bluetooth feature. Can we speak through the siren speaker from our phones?

Thank you for your question! The Bluetooth feature has been removed in recent models to allow for other improvements to the controller. We are working with Amazon to remove the old image.

Can I use this for a Whalen library light bar?

You can program the outputs on the 4200. So if you had a wire harness for the Whelen lightbar, you could tie different wires (warning,directional,flood) into the outputs on the 4200 and program the buttons on the controller to activate the outputs. But if you use a Feniex lightbar you can just run 1 ethernet cable from the 4200 to the lightbar and program the buttons to just activate different lightbar functions.

Could this potentially be used to control off-road led light bars?

Yes this can control any thing that needs a on off. You may need to add a relay depending on power consumption.
